The light refracts when the light goes through mediums with different refractive indices.

the refractive index for water: 1.333
the refractive index for glass: 1.4 - 2.0

Here is an equation for reflection. (Incidence angle:θ1, refraction angle:θ2, Refractive index of incident medium: n1, Refractive index of reflection medium: n2)

sin(θ2) = sin(θ1) * n1 / n2

When sin(θ2) > 1, then no θ2 exists. The light is reflected at the boundary. This phenomenon is called "total reflection."
